- 01IR4 refers to Musqueam Indian Reserve No. 4, a Musqueam-owned reserve land located in Delta, near the Fraser River estuary. The land is being carefully planned to support Musqueam’s long-term vision for land stewardship, economic sustainability, and community benefit, while respecting its cultural and environmental significance.
- 02IR4 is Musqueam reserve land and is planned and governed by Musqueam. Decisions about IR4 are guided by Musqueam’s Comprehensive Community Plan (CCP) and Land Use Plan, which set out long-term community priorities, land stewardship principles, and appropriate uses of reserve lands. This ensures planning for IR4 reflects Musqueam values, responsibilities, and the needs of present and future generations.
- 03Planning for IR4 builds on decades of Musqueam-led visioning and decision-making, including the Comprehensive Community Plan first developed in 2006 and updated in 2018. Advancing planning now reflects Musqueam’s long-term approach to responsible land stewardship, responding to current community priorities while planning carefully for future generations.
- 04Musqueam Capital Corporation (MCC) is leading the IR4 strategic planning work on behalf of the Musqueam Indian Band, under the direction of Musqueam Chief and Council and guided by Musqueam’s community values and long-term plans.
- 05This work is guided by Musqueam values that are rooted in care for the land and waters, respect for culture, and responsibility to one another and to future generations. At its heart is the principle of “one heart, one mind,” reflecting a shared commitment to community well-being and collective decision-making. These values are carried forward through Musqueam’s Comprehensive Community Plan (CCP), which provides long-term guidance grounded in who Musqueam is as a people and how the Nation chooses to care for its lands.
- 06Planning for IR4 is exploring a range of carefully considered uses that support Musqueam’s long-term economic sustainability while respecting the land and community values. These include employment-generating industrial and agri-industrial uses, particularly those connected to regional trade, food systems, and logistics given IR4’s proximity to major infrastructure such as the Roberts Bank Terminal 2 project. In addition, planning is considering agricultural and food sovereignty activities, including farming and greenhouse operations, as well as spaces that support cultural gathering, learning, and training opportunities for the Musqueam community. All potential uses are being examined through Musqueam’s governance and planning processes, with attention to environmental stewardship, community benefit, and long-term impacts.
- 07Roberts Bank Terminal 2 is one of several regional factors being considered as part of long-term planning for IR4. Its proximity highlights the importance of carefully evaluating employment opportunities, infrastructure needs, and potential impacts in the area. While it informs the broader regional context, planning for IR4 remains guided by Musqueam’s governance, Comprehensive Community Plan, and Land Use Plan, with decisions made in the best interests of the Nation.
- 08Planning for IR4 is intended to deliver meaningful, long-term benefits for the Musqueam community. At its core, the work supports cultural continuity through food sovereignty, language and art integration, and spaces for intergenerational learning and cultural gathering. IR4 is also being planned to strengthen community well-being by creating opportunities for reinvestment in safe and affordable housing, health and wellness initiatives, and dedicated supports for Elders and youth. From an economic perspective, the project is intended to generate sustainable revenue, create meaningful jobs and training opportunities, and support Musqueam-owned businesses over the long term. Environmental responsibility is central to this work as well. Planning for IR4 includes a focus on land-based stewardship practices such as sustainable farming, clean energy, and biodiversity protection, grounded in Musqueam values and responsibilities to the land.
- 09Community input is an essential part of planning for IR4. Members will have opportunities to share their views through engagement sessions, information sharing, and ongoing communication as the planning work progresses. Feedback from members will help inform priorities, guide decision-making, and shape how IR4 moves forward. Details about upcoming engagement opportunities and how to participate will be shared with members as they become available.
- 10Planning and community engagement for the IR4 Strategic Plan will continue through 2026. This time is being used to listen, learn, and carefully consider community input, technical work, and long-term impacts. Decisions will only move forward once this work is complete and members’ voices have meaningfully informed the direction, before transitioning thoughtfully into implementation.
- 11Updates on the IR4 Strategic Plan will be shared regularly through multiple channels to ensure members and the broader community can stay informed and engaged. This will include updates through Musqueam newsletters, the project website, and community information sessions and events hosted by Musqueam Capital Corporation. As planning progresses, MCC will provide timely updates on key milestones, upcoming engagement opportunities, and next steps. Information will be shared in clear and accessible ways, and members will be encouraged to ask questions, share feedback, and stay involved throughout the process.
- 12Yes. IR4 will remain Musqueam land, and ownership of the land will not change. Musqueam will retain full authority over decisions related to the use, management, and future of IR4, in accordance with Musqueam governance, laws, and long-term plans. Any partnerships or agreements considered as part of this work will be carefully structured to respect Musqueam leadership and decision-making, align with Musqueam values, and support lasting community benefit. The selection of partners and contractors will follow the Musqueam Indian Band’s procurement policies, ensuring transparency, accountability, and opportunities for Musqueam participation, while keeping the land in Musqueam ownership for present and future generations.
